Deputy CFO and Chief Budget Officer, DOT-Federal Highway Administration

Since January 2021, Ms. Rhonda C. Shaffer has been serving as the Deputy Chief Financial Officer and Chief Budget Officer with the Federal Highway Administration (FHWA) overseeing billions of federal funds in support of our Nation’s infrastructure. She is responsible for the agency’s budget submission, financial management of these funds, and improving and sustaining FHWA’s financial framework for the effective, efficient, and legal use of FHWA resources. Her portfolio also includes all financial systems, promoting innovative finance and program delivery strategies for federal fund recipients, all GAO and OIG audits plus the annual financial audit, as well as oversight of the internal control program, improper payment program, and Digital Accountability and Transparency (Data Act) compliance. Ms. Shaffer holds a Master of Science in Business Intelligence, an advanced degree in the fields of technology and decision science, from the University of Arkansas at Grantham and a Bachelor of Science in Accounting from Ottawa University, Kansas. Ms. Shaffer is a committed public servant and volunteer. She is the current President of the Executive Women in Government, has served on the Board of Directors for Kansas Court Appointed Special Advocate (CASA) for children. Ms. Shaffer is an alumna of Leadership Kansas, one of the oldest and most prestigious statewide leadership programs in the country, dedicated to enhancing and motivating future leaders from diverse communities.
