Robert is the Senior Program Advisor for Shared Services Strategy in the Office of Government-Wide Policy in GSA where he's served since 2016 in working with Federal agencies and industry to advance decision-making on priorities, planning, and best practices needed to support agency modernization through "as-a-service models," where it makes sense to do so.
Prior to GSA arrival, Robert served 6 years at a small agency culminating as CIO living the reality of limited resourcing needed to modernize a nationally-scoped IT portfolio supporting agency-mission across 45 field and headquarters offices. Robert also served 10 years at the American Institutes for Research, a non-partisan, evidence-based behavior research non-profit designing and deploying shared data platforms and public-facing digital services to advance public health priorities of national scope on behalf of HHS.
