Ms. Fitzpatrick serves as the Chief Financial Officer and Director of the Finance and Budget division in the Science and Technology Directorate (S&T). She manages all financial, accounting, performance, travel support services and provides guidance that complies with DHS directives, Office of Management and Budget Circulars, and public laws to enable senior leadership and program managers to effectively manage S&T’s $1 billion budget. In addition, Ronnyka leads a diverse professional and technical workforce of over 80 individuals to deliver excellent customer service and support services of programs including salaries and benefits management. Previously, Ms. Fitzpatrick served as the S&T Budget Director and the Branch Chief for the Budget and Performance Branch from June 2015 to August 2020, and led S&T budget submissions to the Office of Management and Budget and House and Senate Appropriations Committee. Before coming to S&T she was a Senior Budget Analyst in the Office of Budget at U. S. Customs and Border Protection (CBP). As the world's first full-service border entity, CBP takes a comprehensive approach to border management and control, combining customs, immigration, border security, and agricultural protection into one coordinated and supportive activity. The CBP Office of Budget is responsible for the effective and efficient use of CBP resources, which total nearly $12 billion and supports over 60,000 employees. As a Senior Budget Analyst, Ronnyka led the development of the annual financial plan, ensuring effective financial management support for CBP’s border security and trade missions. Ms. Fitzpatrick has over twenty years of experience in the Federal Government, working in the financial management and user fees arena for several agencies. She has managed the formulation and execution of agency budgets ranging from $100 million to $12 billion.
