Susan Shuback is the Deputy, CIO for the Office of Customer Relationship and Performance Management (OCRPM), in the Department of Housing and Urban Development (HUD) Office of the CIO. In this position she leads the management of the IT investments, projects, IT risk and performance, and the team of professional that support IT’s engagement with the customers. Under her leadership HUD has strengthened the management of IT resources and investment, IT project management, and improve the transparency of IT activities to the customers and the HUD leadership. She helped lead the reduction of spending in IT for systems operations and maintenance by over $40M in three years and established new venues for governance of IT projects, helping ensure their success.

Prior to her position in the OCIO, Susan was the Budget Director from August of 2011-June 2013. As the Budget Director she developed, justified, and defended, HUD’s $44 billion budget, and helped improve the management of operational funds (Salaries and Expense and the Working Capital Fund), by developing tools and processes that allowed the HUD program offices to better project and manage their salary funds.

Susan was with the Department of Homeland Security (DHS) as the Budget Director for U.S. Customs in Border Protection (CBP) (August 2008- August 2011) , the Deputy, and Acting Chief Financial Officer for the Federal Emergency Management Agency (FEMA) (April 2007-August 2008) and in the DHS headquarters beginning in September of 2006. Prior to that she spent sixteen years in various agencies and positions in the Defense Intelligence community, including Directors of Program and Budget at Defense Intelligence Agency (DIA), and National Geo-Spatial Intelligence Agency (NGA) and as an senior advisor for on budget process for the start-up of the Director of National Intelligence (DNI).

Susan has a Bachelor’s of Arts in Political Science from the Catholic University of America and a Masters in Public Administration from Troy State University.
