Over the past 20 years, Swynice has made significant contributions throughout the federal financial management community in a wide range of roles. She began her federal budget career as a contractor at the U.S. Department of Transportation in 1997supporting the Working Capital fund through the various initiatives in preparation for Y2K. She later accepted a federal position as Budget Analyst in the central budget office at the Pension Benefit Guaranty Corporation in 2000. Her path in the financial management arena continued at the US Census Bureau where she served in the central budget office for 11 years and 4 years the Federal Budget arena in positions in both the central budget office and Office of the Chief Information Officer at the U.S. Census Bureau where she served as the Deputy Director for Budget Execution and Chief of the Program Financial Management Branch. In these roles, she was instrumental in the execution of both the 2010 and 2020 Decennial Census programs as well as the Census Enterprise Data Collection and Processing Systems. In 2019, Swynice was appointed the Director, Division of Budget Execution and Control (DBEC) in FDA’s Office of Budget. In this role, Swynice is responsible for leading a dedicated team that initiates, monitors, plans and analyzes the execution of FDA’s annual budget of over $6 billion in resources. Swynice works closely with FDA Centers and Offices, providing guidance in the development and management of budgets across the agency, ensuring that funds are spent timely and appropriately.
