On 3 January 2023, the Honorable Terrence Edwards became the second presidentially appointed, Senate-confirmed Inspector General for the National Reconnaissance Office (NRO). In this role, Mr. Edwards leads the NRO’s independent oversight office that promotes economy, efficiency, and effectiveness in the administration of NRO programs and operations. Under his leadership, the office also investigates allegations of fraud, waste, or abuse or other serious problems in NRO's operations. Prior to his appointment as the NRO’s Inspector General, Mr. Edwards served as the Chief of Staff to the Principal Deputy Director of National Intelligence (PDDNI). There he served as the PDDNI’s primary advisor on a multitude of national security matters. Also at the Office of the Director of National Intelligence, Mr. Edwards served as the Deputy General Counsel for Management. As such, he supervised a team of attorneys in advising a diverse set of clients and ensured compliance with the U.S. Constitution and law as they faced a complex set of legal issues related to national security, cyber, information technology, government ethics, appropriations, acquisitions, and outer space. Mr. Edwards entered the Intelligence Community in 2012 as a senior attorney at the National Security Agency (NSA). At NSA, he advised several program executive officers and their staff in the areas of intelligence, computer network operations, research and development, technology, and high-performance computing. Prior to joining the Intelligence Community, Mr. Edwards held various other legal positions in the Department of the Army.
