Former Exec. Director for the Office of Grants & Asset Mgt. U.S Treasury Dept., Guidehouse

Ted Kowalsky serves as a Director in Guidehouse's resilience and sustainability practice, helping clients address risks and realize opportunities in the environmental, social and governance (ESG) space. Ted brings 20+ years of experience working in the financial services, information technology, and public administration arenas. Ted previously served in the executive service at the U.S. Treasury Department, most recently as Executive Director for the Office of Grants & Asset Management. His $45 billion portfolio included affordable housing, economic stabilization, renewable energy, environmental restoration, and pandemic response programs. This included a $26 billion renewable energy program (Section 1603) and oversight of the $5 billion Deepwater Horizon oil spill trust fund and Treasury grant programs. Additionally, in 2021, Ted served as Lead Operations Executive to stand up operations, internal controls, payments and reporting for the $350 billion State & Local Fiscal Recovery Program, a key component of the $1.9 trillion American Rescue Plan (ARP). Prior to Treasury, Ted worked for a bulge-bracket wealth management investment firm in London, England. He holds degrees from the London School of Economics, the George Washington University, and the American University (DC) and professional credentials in project and program management, enterprise risk management, cybersecurity and blockchain-based technologies.
