Todd Anthony provides executive leadership and direction in all matters relating to procurement programs at the IRS, Treasury Departmental Offices, and Information Technology Requirements for the Bureau of Engraving and Printing. Todd oversees a contract portfolio in excess of $4.64 billion and manages a staff of approximately 500 geographically dispersed personnel. Prior to joining the IRS, Todd served as the Director of the Office of Procurement Operations at the U.S. Office of Personnel Management (OPM). As Director, Todd also served as OPM’s Senior Procurement Executive and was responsible for the management direction and oversight of all processes and operations governing OPM’s acquisition system. Prior to joining OPM, Todd was the Executive Program Manager within Personnel Vetting at the Defense Counterintelligence and Security Agency. Todd also served as the Transition Federal Manager, National Background Investigations Bureau (NBIB) where he managed efforts to transition the Background Investigation (BI) mission, including all NBIB personnel, operations, and assets, to the Department of Defense. Todd also served as Deputy Head of the Contracting Activity at NBIB and led efforts to strategically plan, negotiate, award, and administer best-in-class contracts in support of the BI mission. Todd entered the federal acquisition workforce as a Contract Specialist at the U.S. Department of Education (Department), Federal Student Aid. He subsequently served in several positions at the Department including as the Associate Director of Enterprise Procurement Initiatives, Department Acquisition Career Manager, and as the Department’s representative to the Civilian Agency Acquisition Council.
