Tonya Hughes-Scruggs

Tonya Hughes-Scruggs is Division Chief, Accounting Operations, Department Homeland Security, United States Coast Guard, Finance Center where she oversees the Accounts Payable and General Accounting branches. Accounting Operations provides professional accounting services, payments, receivables, and collections. As the Division Chief, directly responsible for planning and administrating all aspects of the division’s programs and functions. She has 15 years of Federal Service. Prior to joining USCG, she worked at Defense Finance and Accounting Service (DFAS) in Cleveland Ohio, as the Director, Departmental Reporting, and Director, Civilian Payroll. She also served as a Budget Analyst with Defense Health Agency (DHA) and at the Defense Information Systems Agency (DISA). A United States Air Force veteran, she holds an MBA in Finance, from Marymount University; Certified Defense Financial Manager (CDFM), ASMC and DoD Financial Management Certification, Level 3 (DFMCP3).
