Director, FEMA Fraud Investigations and Inspections Division
Bill is a retired law enforcement officer, and currently the Director of FEMA’s Fraud Investigations and Inspections Division (FIID), with over thirty years of administrative and criminal investigative experience. After retiring from the Prince George’s County (Maryland) Police Department, Bill came to FEMA in 2013 as a Fraud Investigator within FIID. In 2020, he became the Director of FIID and supervises a staff of 59 personnel, including 3 Branch Chiefs, 31 Investigators, 20 Analysts, 2 Computer Scientists, 2 Statisticians and 1 Administrative Assistant. As the Director of FIID, Bill leads and oversees a multi-pronged anti-fraud strategy which includes, investigations, training, assessments, communications, program reviews, and data analytics.
