Carol Stout

Carol Stout is the Deputy Director of the Information Technology group within the United States Patent and Trademark Office, Office of the Chief Financial Officer (OCFO) where she manages an annual financial management systems budget of $58 million. She has been a manager in the OCFO for over 15 years. She received the USPTO Supervisor of the Year award in 2016 and went on to mature IT delivery by reorganizing her Federal employees and contractors into product-oriented DevSecOps (development, security, and operations) teams in 2017. She holds a Bachelor of Science degree in Accounting.
